If the bond points can be converted to tokens, will the conversion ratio be 1:1?

Bond points are eligible for conversion to tokens. However, the eligibility and conversion ratio is determined by the value contributed by the user to the Bondex Network and tracked via several mechanisms, including the Bondex rating and Bond Points.
